Northrop Grumman Wins Task Order for Defense Travel System Contract

Strong program performance leads to continued prime role

MCLEAN, Va., Oct. 29, 2013 /PRNewswire/ -- Northrop Grumman Corporation (NYSE: NOC) has been awarded a follow-on task order with the potential value of  $143 million by the U.S. General Services Administration (GSA) Federal Systems Integration and Management Center to provide hosting, operations, sustainment and development of new capabilities for the Defense Travel System (DTS). DTS is an enterprise program under the Defense Logistics Agency.

DTS is a Department of Defense (DoD)-wide travel management system that was designed and developed by Northrop Grumman in 1998 to re-engineer defense travel into a seamless, paperless, automated system. This new task order is awarded under the GSA Alliant indefinite delivery, indefinite quantity contract, which is a five-year competitive contract award including one base-year and four one-year options.

Under this new award, Northrop Grumman will continue providing 24x7x365 DTS worldwide service. Moreover, Northrop Grumman will evolve the DTS infrastructure to leverage new technology, cybersecurity offerings and add new capabilities for travel as requested by the DoD. As a state-of-the-art, modular and scalable system, DTS is well positioned to integrate new travel capabilities such as changes in rules and regulations, interfaces to new systems, business intelligence, mobile travel and additional travel types.

Since first awarded to Northrop Grumman, the company has successfully added new functionality and new technology to the system. In 2012–13, Northrop Grumman modernized the DTS infrastructure, increasing performance and consolidating data center space with a net savings to the government of more than $2 million annually.

As a critical business system, DTS is used to manage temporary duty travel (TDY) for more than 3.4 million DoD employees. Travelers can determine availability of and book transportation, lodging reservations, car rentals and receive reimbursement through their financial institutions for all travel expenses. It also creates required financial transactions to provide funding for travel, enforces compliance with DoD travel regulations, and archives electronic versions of documents in accordance with regulatory and statutory requirements. DTS currently accommodates more than 70 percent of all TDY travel transactions, processing more than 4 million travel order authorizations and 4 million requests for reimbursement vouchers per year.

DTS is a Web-based, secure, end-to-end system that automates authorizations, reservations, voucher processing, payment and archiving for Defense Department travel transactions. It replaced manual travel administration with automated solutions that have reduced travel costs, prevented waste and abuse, simplified travel management and improved customer service.
